The real problem is the potential energy one has at even a low altitude is enough to kill you, even without a jet powered velocity towards the ground.
A fall from just 100ft (~ 30m) is like being hit by a train traveling at 54mph (87kph). Any malfunction at this height would in a couple of seconds likely result in death.
Without some sort of anti-gravity belt I don’t see jetpacks as being useful.
