This company sounds like an extreme outlier. About the only companies I still see doing it this way are the ones whose employee count can be done with two hands, and without re-using fingers. As in, single-digit employee count, maybe low double digits at most.
Don’t get me wrong, this is the way it SHOULD be done. But my cynicism at the employment market makes me very dubious that anyone other than a micro-handful of companies beyond the sub-10-employee startups are still doing this. Even small startups can leverage third-party HR services that will automate most of the hiring process. And for busy founders, that is a godsend that they eagerly reach for.
