The big confusion here is that this particular development effort is the one creating this technology, rather than diffusing it.
If somehow we could get the United Nations to agree to ban deepfake development worldwide, then surely we should enter an ethical discussion about whether we should do it or not. In a world where sophisticated actors already have access to these (and much better) tools, having an open-source GitHub repo is a good thing in my view.
