Cygnal provides a forked CYGWIN1.DLL which bends some of the semantics toward native Windows behaviors, turning Cygwin into a run-time library for Windows programs.

Not only is this useful for porting programs from Unix-like platforms to Windows as native applications, but Windows programs can be developed which take advantage of not only Windows APIs, but the Cygwin build environment and POSIX run-time.
