Definitely a better spec boost in storage and memory but an overall downgrade due to lower quality screen, trash speakers, awful trackpad, unreliable modular ports, poor battery life, no inverted mini-T arrows on keyboard, and from an aesthetics standpoint a lower quality finish.
The Framework 13 11th-gen Tiger Lake Core i7-1165G7 (loaded up with 64 GB RAM and a fast 1 TB NVMe SSD) is by far the best value / battery life - that said, the latest MacBook Pro 14in M4 Pro devices are also great value.
