		I searched the official Google website, but there are only old versions that are ~4 years old. But I've heard many people say that he is, so that's what confuses me.

Google does not currently provide official linux aarch64 host versions of the NDK. A feature request ticket has been open for several years requesting one and is currently marked as no plans. Directions can be found for compiling the NDK yourself or there are several community provided builds available.
